As a traditional government-led public administration paradigm has met its limitation, Seoul Metropolitan Government has try to set ‘Collaborative Governance’ as one of keynote policies of the city, and now has proceeded to the ‘Governance Seoul 2.0’. To institutionalize this, ‘The Basic Ordinance for Promoting Public-Private Collaborative Governance’ was enacted in September 2016. This study is a precedent and basic research to set the ‘Master Plan for Developing Collaborative Governance’ in accordance with Article 16 of the Ordinance.
In order to establish a plan, the current conditions related to collaborative governance of the Seoul Metropolitan Government were divided into three areas; resources, institutions, and systems, and analyzed the operational status of the leading policies for collaborative governances in the 5th and 6th period. Based on these, eight pending issues of the ‘Governance Seoul 2.0’ were drown out :
- Remaining the gap in perceptions between public and private actors
- Need to reorganize and innovate the governance-leading administrative
systems
- Need to reform the traditional administrative system toward governance- friendly system
- Lack of diversity and competence of private actors
- Poor conditions of communities to practice collaborative governance
- Diveded administrative system by departments and policies
- Structural constraint on the governance-leading organizations
- Need to look for qualitative improvement of leading policies for collaborative governance
By addressing these pending issues and diagnosis, this study set the vision and policy directions of the master plan for developing collaborative governance of Seoul Metropolitan Government toward ‘Governance Seoul 3.0’. The vision of plan deriving through the survey and diagnosis is ‘Citizen-led sustainable collaborative governance, Making citizens happier’. And in order to realize the vision, seven strategies and twenty-three detailed policies were developed. The seven strategy is as follows;
- Diffusion of recognition of collaborative governance and promotion of friendship and cooperation
- Rational improvement of leading systems for collaborative governance
- Establishing a collaborative governance based administrative systems
- Seoul Civil Society 2.0 - Fostering and revitalizing civil society
- Community-based collaborative governance 2.0 - Strengthening the basis of regional governance and the potential capacity
- Establishing the decentralized and convergent governance model
- Innovation of ‘Governance Seoul’ - improving the ‘Governance Seoul’ operation systems
