Smart City Initiative for ICBM Technology, Innovation and Entrepreneurship have an important role to play in shaping the future of cities.ICBM technology convergence to help people and organizations bring great ideas to safety life. With the aim of being helpful to the technological innovation activities to improve competitiveness, This paper designs a ICBM technological smart city model to seek for the scheme to enhance the dominant city around the world city place.The City framework analysis was conducted by applying the CATAPULT analysis model and identified the role of city governments for enhancing the level of innovation and entrepreneurship.The demonstration of the ICBM technology convergence Disaster Safety & Smart City of the Gimpo City model in this study was made in several phases. The main goal of project 'SmartopiaGimpo' is constructing smart and safe city with various cutting-edge ICT technologies so that citizen actively participates in improving local society that is in tune with technology and culture. Gimpo is developing not only Smartopia Center and Integrated Safety Big-data Service Platform, the infrastructure for city management system but also Smart town platform, a new-governance system that citizen and local government can positively collaborate together, to solve efficiently the complex and difficult social issues have not been experienced before with balanced cooperation between civil society and city government.
