Following 36 years of Japanese rule over Korea, Korea and Japan reached diplomatic ties in 1965. Since then, political and economic exchanges between the two countries have increased each year. However, the psychological distance between the two peoples has not been easy to narrow down. Against this backdrop, the 2002 FIFA World Cup will provide a golden opportunity to resolve the historical conflicts between the two nations, by opening the gate for exchanges of people and culture, which will help to reestablish the relations between Korea and Japan. Moreover, the joint-hosting of the World Cup will not only help improve cooperation and development between Korea and Japan, but also contribute to increased exchanges in the North East Asia region, in which Korea, Japan, and China are the major players. The following are some suggestions to promote continuous exchanges between Korea and Japan and regional integration of North East Asia. First and foremost, Korea and Japan need to work hard to help the public gain a sense of shared understanding to resolve the problems related to the past history. Second, exchange programs by regional and private subject must be developed. The exchanges among the host cities of the two countries must continuously be pursued so as to live up to the significance of co-hosting the global event, and strengthen competitiveness of the cities and encourage regional globalization in the long term. Also, to build a sense of shared understanding between the two peoples, the civic societies of Korea and Japan need to take the initiative in inter-country exchanges. Third, while we pursue expanding exchanges between Korea and Japan, we must also seek to integrate the North East Asia region using the BESETO belt as an axis, in a long-term perspective. On a macro level, we must build the economic and institutional conditions and a platform of cooperation, while on a micro level, we promote exchanges among the private sectors, NGOs, and the citizen, and construct a stable network of cooperation among local governments in the BESETO belt.
