This paper was written from a planner`s perspective in order to provide the inside picture of the planning process of the Sixth Five-Year Economic Plan, giving special attention to the regional aspect of the Plan. In the planning process, efforts were initiated to introduce the ideas of local people into the formulation of regional policies and coordinate the sectoral policy tools in order to create more balanced regional development. In order to integrate local ideas and aspirations, provincial governors were asked to submit local reports regarding their region`s development strategy. The local reports were scrutinized in the planning process. Moreover, local opinion leaders like businessmen, professors, and bureacrats, were asked to work in the Sectoral planning Committee on the plan. Regional policies need to be integrated with sectoral policies, such as finance, education, health, and banking in order to effectively achieve their policy goals. Regional policy planners made difficult, and in some cases, unsuccessful efforts to persuade the sectoral planners to design their plans in accordance with regional perspectives by aiding them in the design of the policies related to regional issues. For this reason a statement pertaining the regional implications of each sectoral policy package was required to be submitted. On the other hand the Five-Year Financial Manageent Plan has been formulated to support the implementation of projects selected for the Plan and also the Comprehensive Physical Development Plan (1982-91) was modified in accordance with the new policies presented in the Sixth Plan.
