Many professionals believe one of primary tools for assuring mobility on arterials and thus for managing congestion is thought to be access management. Indeed, effective control of driveways by means of their spacing, design, operational requirements along with proper permit processes has been witnessed in some other countries to guarantee faster move of vehicles and to reduce traffic accidents. However, there is no firm guidelines in Korea for managing access demands along its highway. Nor any technical study to back up them. The objectives of this study conceived by urgent needs are to establish a basic framework, both administrative and technical. for highway access management and then to prepare a national access management code. Based upon an extensive consideration of the literature, surveys of local traffic and highway conditions, simulation results and consultation with experts in various fields, the code was finally proposed. The main idea of access management code is to classify highways, based on the main functions and geometric conditions of the roads, into 6 access levels to which different design, operational and driveway spacing requirements are’ applied. Problems in the implementation of the code in existing administrative processes are stated, and some necessary changes are also suggested, which are up to governmental decisions.
