The major function of arterial streets is movement, while providing access to abutting property. However, the increased accesses and the failure of accommodating movement hierarchy by suitable highway facilities have resulted in traffic congestion and accidents on arterial streets.
This study investigated traffic problems on arterial streets from the standpoint of access management and addressed the theoretical and practical aspects of access management.
Consquently, this study found the followings :
First, the traffic problems caused by poorly located and designed accesses on arterial streets may not be solved without the implementation of access management. Second, it is necessary to categorize the levels of access and to provide access guidelines for each level. Third, institutional measures should be prepared to implement access management. Finally, access management program should be introduced into a comprehensive land use planning to coordinate transportation and land use planning.
