The convergence of medical and wellness technology and ICT has brought about drastic digital transformation in the healthcare industry. This study aims at investigating the definition and characteristics of digital healthcare that has emerged as a result of digital transformation in the healthcare industry, at exploring governments’ efforts for improving the quality of regulation in the digital healthcare industry, and at proposing a series of regulatory reform plans in the field of digital healthcare. In order to do this, this study first investigates digital healthcare related news articles and interviews various experts to identify the current regulatory status and issues of digital healthcare, then performs an expert delphi survey based on the results of the investigations and the interviews. Finally, using the results of the expert delphi survey, this study derives regulatory reform plans that can develop and advance the digital healthcare industry, and proposes an array of detailed strategies for carrying out the plans.
