A reform of the labor law system related to the 4th industrial revolution is being discussed on revel of the central ministry groups as the Ministry of Health, Labour and Welfare, the Ministry of Education, Culture, Sports, Science and Technology, the Ministry of Economy, Trade and Industry. On the other hand the Ministry of Economy, Trade and Industry had suggested a default direction for the reform of the labor law system under the 4th industrial revolution through 「The Intermediate Report reported by the New Industrial Structure Part Meeting, and the Ministry of Health, Labour and Welfare had also reported the Future of a Way of Work 2035」 that suggested the reform of the labor law system. Futhermore, the Thorough Restructuring Meeting established by the Future Investment Conference under Headquarters for Japan’s Economic Revitalization had also suggested a reform of traditional japanese employment practices like a permanent employment system etc.
Contents of the reform of employment relations suggested by those meetings are as follows:
First it is to reform an education system involving education curriculum from primary education to the university to cope with the 4th industrial revolution. This includes attracting talented foreigners and settling them in Japan through the improvement of the permanent residency system.
Second it is to prepare for low birth rate and an aging society through a technological innovation. This includes improving environments for data utilization, and promoting flexibility of employment systems etc.
Third it is a change in the way of work, so the labor law system is also should be reformed. That is to say, independent workers, works beyond time and space by the technological innovation, and workers having side jobs are to be increased. Besides that, a line between private business owners and workers becomes ambiguous, and a discrimination will also decrease relatively by the technological innovation or the changing the way of work etc.
Forth social security systems should be reformed to coup with increasing of workers having side jobs or workers of working couples, and a new appearance of low-income workers offering simple tasks.
Finally members in conference bodies above in Japan are very various. Here it should be appointed the bodies especially include, however, a large number of member on the management side. These characteristics of member of conference bodies come from political default direction of cooperation of both Government and private each other against the 4th industrial revolution.
