The purpose of this paper is to look into the characteristics with the change course of Korea young child educare policy, to examine the current situation and problem of the educare field, to present the development plan about young child educare policy.
Korea young child educare policy can divide roughly into 4 times since 1921. The first times(1921-1981) was represented characteristics of the relief dimension, the secend times(1982-1990) was rather weaken the policy of a national dimension, though many educare centers were integrated to SAEMAUL-nursery school. The third times(1991-2003) was achieved the quantitative extension of the educare. The fourth times(2004-현재) is enhancing the public property and the higher quality of the educare.
The feature of Korea educare is summarized as follows. 1) educare center type: a private-establishment-dominated and small type, 2) the increase of educare-finance and unestablishment of support structure for educare center, 3) inactive use ration of the infant-toddler educare center, 4) an improvement of treatment for educare teachers.
We can propose as follows about a hereafter educare policy. 1) We need to revise the concept of the young child educare. 2) A fundamental object of the educare must be the child. 3) We must reserve the public of the educare. 4) We must make strengthen an universality attention educare policy. 5) The beneficiary centered educare policy must be performed. 6) A speciality enhance and an improvement of treatment for educare teachers are urgent. 7) New approach method about the infant-toddler educare is desired. 8) A role of the province government is important at the success of the educare policy.
