The purpose of this study was to find implications for early childhood education and care policy in Korea by analyzing the early childhood education and care system of Norway, Finland, and Denmark. The findings of an ECEC system, a national curriculum, and education for pre-service teachers and professional development of in-service teachers in the three countries follow. First, the ECEC of the three countries was moved to the department of education. Second, the ratio of teacher to children is very low. Third, the percentage of public ECEC centers is higher than private ones and the need for a public fund for tuition and ECEC centers is emphasized. Fourth, the goals and directions of ECEC are holistic development along with regulation of key competences for future talent. Fifth, the teacher qualification is high and government, universities, communities, and heads of centers collaborate for the professional development of teachers. These findings should be considered for an ECEC system reform for Korea.
