The objective of the study is to formulate a better tourism policy as well as an effective reaction plan in the Mt. Sorak area due to the impacts from the development of the Mt. Kumgang area. The study discusses the existing problems of the current tourist industry and tourism policy in Kangwon Province and the Mr. Sorak area. In addition the research employs a method of historical data collection and analysis. The raw data are gleaned both from the local government and the Korea National Tourism Organization. The results of the analysis show that the number of domestic and foreign visitors to the Mt. Sorak area has increased every year. Industry experts along with tourism policy makers predict that if the Mt. Kumgang area is developed, the number of visitors to the Mt. Sorak area would be on the wane. Against this backdrop, the study makes the following suggestions to induce more tourists to the Mt. Sorak area. First, the construction of the Yang-Yang International Airoprt should be expedited. Besides, Highway Route 7 has to be enlarged as early as possible. Second, the harmony of the development of new tourist products and the better package and promotion of the existing products should be in order. Third, the public relations activities about Mt. Sorak should be strengthened. Finally, the local residents should play an important part in attracting the incoming tourists in this area by welcoming them in the most hospitalbe way.
