Japan has been changed practically to a so called ‘normal state’ in terms of its military capability to wage an war except for amending the Article 9 of the Japanese Constitution. In this perspective, the Japan’s reforms in the weapon systems development and production and their export, which are essential to the constructing Japanese military power, needs to be understood. This paper analyzes Japanese changes in arms development, production and export in 3 aspects. First, the Japan’s national security strategy, defense policy and related laws are examined. Policies for the weapon systems development and export are clearly described and related laws have been amended including 3 principles on transfer of defense equipment and technology. The acquisition, technology and logistics agency has been established for the new policies. Second, the Japanese defense industries endeavor to participate in the international arms exhibitions and strive to co-develop and co-product weapon systems and defense technologies. Third, the international defense cooperation in the weapons development is increasing and arms export is expected to grow. The Japan’s current systems for weapons development and export could be seen as ordinary as a normal state. The japanese defense industrial and technological base would be enhanced and take a major role in the international arms market.
