Actually most developed countries have pursued the Universal Service through the extension to a Universal Approach on the base of their great tradition of welfare but, the concept of welfare telecommunication is not defined in and out Korea exactly ye With unregard to the difference, however, between a region, economic condition, bodily condition, people might take their part in the information society with developed information telecommunication systems the information telecommunication systems which responds to their special desires of ensuring of availability with a telecommunication network structure to remote regions, of the reduction of cost with which a low-earning class can use the service, of accessibility to a system that the elderly can use it, and of an aid about social-outsiders` taking the part in society must be developed. About setting-up Welfare information-teltecommunication systems and apparatuses for high information society, It is needed that structs a more effective development system from a design processing for the elderly. On the addition, Investments not depended on the economic condition and settled might be enforced. And It seems to be right that in the viewpoint of Welfare Society realization, various programs, supporting for them and readjustment of system given by the government ought to be superior to enterprises` efforts, so-called a contribution for community for it. The decrease of workers, the increase of patients who need some care for them, the reduction of whole social energy would scare us, when a society of which the elderly are in most part. Thus but for a suitable alternative, the society which is hard to live in because there is no welfare and no social energy would be caused. From now, We must impliment the important policy such as the effective medical wefare service or the progress of productivity. Particularly, It is assumed that such a information telecommunication system as a remote-control health conference system will be a something with a life of the elderly, and the realization of a society where the elderly can fully enjoy the merits with unregard to the devolution of bodily functions be one of very important appointed tasks in definition of the direction of policy for the elderly.
