The propose of this thesis is to examine New Care System in Japan for the aged who need to be taken care of due to disability, senile disease or dementia caused by the accelerating aging society Japan made a foundation for the establishment of social care system for the aged by means of the introduction of the public care insurance for the aged in December 1997, and she is making every effort to prepare for the enforcement, the year 2000. Therefore, I examined the structure, and characteristics, problems of Japanese new care system for the aged based on the public care insurance for, aged, and also tried to end out some suggestions which can stand for in Korea. Actually Japanese public care insurance for the aged was founded with the background of low economic progress and worsening national finance. In addition, it is a part of Social Security Reform which is recipient-oriented, role between public and private- balanced and dynamic private level-activated. The representative characteristic of Japanese care insurance for the aged is that insurer is town and village and home services play a important role in insurance benefits with the participation of various providing institutions. That is, it can be called, an “epoch-malting” law which can be turned from the service for the aged on the basis of administration convenient policy to the service on the contract basis by user`s option. However, in order that this system may be managed without any problem; the following tasks such as the sufficient supply of high quality care service, training of specialists, and the complementary system for the users` protection should be solved at early date.
