On the threshold of rapid ageing society, the number of the aged with chronic diseases, dementia, or severe disability, who need care from others, is increasing rapidly. Besides, with deterioration of family functions and the weakened awareness fer the duty of supporting other family members, the demand for social services that take care of the aged is increasing rapidly. As part of care work services, day-time care and short-term care services are already in operation, and many projects sending home-care service personnels have been implemented through the establishment of many home-care service centers. In addition, sanitariums for the elderly have also been largely expanded to cope with the increase of the aged with senile dementia. Consequently, what is required to the care welfare or residential facilities is the care services that train the aged with severe disability or other diseases staying at home to enhance their physical movements for their daily life. So, it is necessary to make plans and carry out educational training to the care personnels who will take charge of these services because quality care services can be provided only by trained care personnels. As this society is rapidly approaching the ageing society, interests with the personnels of care work and their education are expected to increase. To make the job of care work workers a new professional career socially recognized, the following measures could be taken: the personnels of welfare facilities should be designated to the statutory personnels by stipulating the provisions concerning welfare facility personnels in the Social Welfare Service Act and Welfare Act for the Aged; and the national qualification test system should be introduced to maintain their qualitative levels. The purpose of these attempts and efforts for legal institutionalization is to make the job of care welfare into a professional vocation, and to promote people`s perception of the specialty of this work. The most urgent matters to make care work to be settled as a practical area of welfare for the aged are the introduction of standard curriculum and qualification, and the revision of the relevant provisions in the Social Welfare Service Act and Welfare Act for the Aged. These attempts will become a basic foundation that substantially reflects the demands of the aged, and ensures them a more pleasant and fruitful life worthy of human being.
