This study analyzes the actual state and task in Silver Housing Project and then suggests the direction of the model for the elderly housing in korea Silver Housing Project is based on the modern welfare theory of normalization, where the existing `residential home` had reached its limits. It is a group of aged apartment housing with care service, which originated in Japan in 1987. Linking housing to welfare policy, it tries to integrate housing, medical care, welfare and health care. It has a life support advisor for emergencies and check-in and day service center. The result of analysis, Silver Housing Project proved much better in terms of health, social activities and psychological adjustment of the old people. But in the present, diverse problems are found in Silver Housing and the first serious problem is aging and physically weak. Accordingly, the improvements for Silver Housing are discussed as follows : Regarding care service, in order to meet the various needs of the residents, the care service network should be connected with community care service so that independent living could be maintained and to vitalize social activities, various exchange activities among residents should be considered. Regarding housing and construction planning, handicapped facilities should be placed at the center of the town and for the aged to live independently and with convenience, stores, hospitals, train stations, bus stops, etc, should be carefully planned. In korea, such issues as the increase of the aged population, the increase of divided and separated families, have resulted in the increase of self-supporting old people. The increase of disease and problems in housing for the aged make it necessary to establish the aged apartment housing with care service. At this point, it is important to establish a korean model of Serviced Housing for the elderly households without families. For this purpose, it is desirable to analyze the newly developed Silver Housing Project in Japan. The direction of the korean Serviced Housing should be based on the concept of normalization, meeting the needs of the elderly within a region.
