This paper investigates the neoliberal institutionalism with theoretical and empirical approach. The neoliberal institutionalist has insisted that states in the anarchy can cooperate each other through international institutions. The detente and the arms control talks in Europe supported this position. However, the CSCE/OSCE that the neoliberal institutionalist suggested as the representative multilateral security regime revealed the limits of their position on the international cooperation. At first, the multilateral security regime made an critical role in cooperation during the establishment of the CSCE. After the OSCE organized, however, it could not make roles as the security cooperative organization. This research explore the reactions of the OSCE in two conflicts in the Balkan peninsula and analyze its effectiveness through the framework drawn from the neo-neo debate: institutional effectiveness, cheating and relative gains.
