The purpose of this study is to look over the needs to establish the Metropolitan Transportation Agency(MTA) and come up with suggestions on the MTA organization’s role, form, and securing resources so that the MTA could provide the citizens with better transportation service. To establish MTA, it is important to understand the importance of metropolitan transportation system and change the approach method to study it. The central government of Korea has been investing a lot in inter-city transportation as 83% of country transportation demand was occurring within metropolis. Keeping in mind that 79% of Korean population reside in metropolis, investing in metropolitan transportation facilities for citizen’s convenience is important. Also it is a rising issue to guarantee the rights of individuals’ mobility when people use transportation systems.
It is the role of the MTA not only to improve qualities of rail and inter-city bus services, efficiency of railway, and convenience of transfer center, but also to set up the role of Bus Rapid Transit(BRT) in metropolitan transportation system, mediating metro-rail conflicts, updating metropolitan transportation policies based on big data.
As a result, switching over from inter-city buses with extreme congestion to M-buses(Rapid Bus) without standing users would make the service of public transportation much better. Another task MTA needs to solve is inconvenience of transfer services. Many users of inter-city bus shelters located in Seoul are Gyeonggi Province and Incheon City citizens, so Seoul City is passive to spend the budget for improving the facilities.
As for MTA organization, we can look over having Intermodal Transport Department, Mobility Service Department, and Data Analysis Department under MTA. Intermodal Transport Department would be in charge of transportation policies, metro railways, metro roads, and transfer facilities; Mobility Service Department relates with M-buses, BRTs, transport convenience, and management; and Data Analysis Department takes over transport information, public transportation fares, and transport analysing. The total number of MTA would be 126 members. Funding for metropolitan transportation improvement is another issue when organizing the MTA. Finally, establishing Metropolitan Transportation Account in Special Account for Transportation Facilities is needed for the systematic improvement of the metropolitan transportation.
