Since the conclusion of the Treaty of Maastricht, the European Union has taken nne active attitude than ever in the sphere of the culture, because EU recxiguzed that it is indispensable for the culture to integrate the ordinary euopeans and to give them an identity as `Europeans`. Funcionalist or neo-Funcionalist approach that European Community had used until then proved its limitation. It is, however, difficult to find a shared culture that makes all the peoples in the Member States identify themselves as "Europeans` due to the diversity in their cultures. Considering this fact, EU presented the motto "Unity in the Diversity" By the way, there are some difficulties in defining what culture and European culture are. It is because their definitions verify resources from which common features in European cultures derive. Until now, some scholars find them in Greek or Roman-Christian culture, whilst others the Age of the Enlightenrnent or the Industrial Revolution, Given that EU enlargement to the Eastern Europe continues in the near future, however, it may be more difficult to define Europe in the geographical scope. Thus the cultural policy of the EU will be an uneasy task to be executed. It is education sector that is of capital significance as a part of the cultural policy. It is due to the need for reasonable education which is required for cultivating new Eurepean citizens. Among various educational factors, in particular language ability is recognized as a basic attainment. It is, however, difficult to foster 11 common languages as well as English in front of students` biased tendency toward the latter. Given that German and Russian will became more significant, it may be difficult to execute efficiently these languages policies. Definitely European integration by the cultural approach must be an im pertant method Yet it is sure that its realization is not simple and easy.
