The aim of this paper is to present that the european public, being escaped from the position of "permissive consensus", has started challenging the elitism of european integration and continued to play an important role in policy making of the EU. And I"d like to show that they has made the member countries" european policy and the institutions and policies of the EU changed. For this purpose, this empirical research investigates the role played by the public in the process of european integration. The public mass can participate in the process of policy making with the voting power. I, thus, examine how the public"s choice in the european elections and referendums could change the member state"s european policy and the development of the EU not only at the national level but also european level. Through this research, I"d like to show that the european public is not permissive but strict. They are principal actors in the process of european integration. I dare to say that the participation of the european public in the process of european integration could change the itinerary of the EU.
