Drastic changes in the world economy and not intense international competitiveness was what led to the trade balance of the Netherlands to turn to a surplus in 1981 not to mention the sharp decrease in import. The trade surplus could be a temporary phenomenon since import tends to increase with the recovery of the economy. The Netherlands succeeded in laying a foundation for a continuous trade surplus by following the Polder model of the Wassenaar agreement, which was an agreement agreed upon among government, employers and the labor union. Furthermore, economic reforms have enhanced international competitiveness of Netherlands, thereby solidified the trend of trade surplus. Dutch economic reforms were carried out focused mainly on reforms of labor market and social security system in 1980. Towards the end of 1980s, the focus was turned to competition policies and regulatory reform. The case of Netherlands implies that pier consideration of international competitiveness in policy makings, regulatory reforms in service industry, steady implementation of economy reforms and systematic employer-labor agreements are crucial factors for the trade surplus.
