This paper examines the problems of old industrial regions in EU. The terminology “ old industrial region” is quite different from traditional perception of regional problems. Old industrial regions can be defined as region which suffers under economic and social problems, notwithstanding of its early industrializing. Hamm and Wienrt (1993) characterized “ old industrial regions” of EU: (1) high population density (2) high degree of industrializing (3) high portion of industrial population (4) a great role of a few big companies in regional economy (5) slow productivity progress in industry (6) industrial specialization in last stage of product life cycle (7) shortage of capital and manpower (8) increasing social problems Schrader(1993) identified, in his studies, 24 regions of EU as” old industrial regions”. He divided 24 old industrial regions into 1st category (16 regions) and 2nd category (8 regions) . To the first category belong the following regions: Ruhr (Germany) , Nord-Pas-de-Calais, Lorraine, Champagne-Ardenne, Haute-Normandie, Pays de la Loire, Picardie (France) , North, North-West, West-Midlands, Yorkshire-Humberside, Wales (England) , Limburg (Belgium) , Limburg (Holland) , Pais Vasco, Asturias (Spain) . To the second category are calssified the following regions: Bremen, Cataluna, Navarra, Rioja, Saarland, Hainaut, Friesland, Cantabria. The policy as to old industrial region is getting important in EU, as social problems of that regions - unemployment, criminalities, housing problem, etc. - become more and more serious. The commission of EU mobilises, therefore, some funds in order to revitalise old industrial regions. The most important fund is ERDF (European Regional Development Fund) . Otherwise ESF (European Social Fund) , EIB (European Investment Bank) and ECSC-fund are vital instruments to cope with urban problems of old industrial regions.
