Gyeonggi Province has set up a ‘Special Account for Gyeonggi Province Toll Roads’ to efficiently carry out toll roads construction and maintenance. However, since 2012 after Uiwang~Gwacheon Toll Road project was over, ‘Special Account for Gyeonggi Province Toll Roads’ suffered poor management, and the special accounts were closed in 2015. The purpose of this research is to find ways to increase road-related profit and also to manage ‘Special Account for Gyeonggi Province Toll Roads’.
As a solution to increase road related profit, we looked over introducing new private investment businesses, promoting expressway rest areas, using unused lands, leasing to logistic companies, promoting advertisement businesses and new regeneration energy. First of all, introducing new public private partnership in roads projects like BTO-rs and BTO-a will allow revenue management and reinvesting of revenue from private invested roads.
Secondly, promoting expressway rest areas will provide places not only for resting, but also for selling, leisure, transfer, logistics and other services. So Gyeonggi Province should take interest in complex development of rest areas and put it into practice. Thirdly, using unused lands next to expressways have several benefits. Recently Korea Expressway Corporation is looking over introducing smart tolling system, which is expected to reduce toll gates’ traffic, operation expenses and business offices.
Next is to lease spaces under expressways to logistic companies. This will provide companies to shorten delivery time and reduce traffic congestion within cities. Another solution is to promote advertisement businesses by cooperating with Local Finance Association of OOH Advertising Center and also modify various laws and regulations if needed.
Lastly, promoting new regeneration energy projects such as sunlight generation, solar heat, geothermal heat will make energy receivable through expressway services. Solar energy system is relatively easier to install than other systems as long as the right area is secured and is not adhered to the soil physical properties.
This research has suggested introducing new public private partnership in roads projects, promoting expressway rest areas, using unused lands, leasing to logistics companies, promoting advertisement businesses and new regeneration energy as ways to increase profit using road.
