In the 21st century, it is time to see the coming of the Fourth Industrial Revolution by fusion of technology that disrupts the boundaries between digital technology and ICT, physics, and biology. The characteristic of the fourth industrial revolution that is already in progress is the convergence of technologies such as digital, bio, and offline, and artificial intelligence (AI) is at the center. Artificial intelligence has been developing more rapidly in recent decades, and thousands of artificial intelligence applications are already digging deep into the infrastructure of every industry.
Intellectual property systems, on the other hand, are dual-faceted systems that can harm monopoly rights while harming fairness. There is a fair trade system that is in conflict with the intellectual property system and plays an optimal balance by correcting the rules of innovation and competition in a balanced way. The Fair Trade Act is an institutional device designed to ensure the principle of competition that is the basis of the efficiency and democracy of capitalist society. Fairness is another value that must be ensured in that it can not ignore the principle of competition while protecting the motivation and creativity of innovation in establishing an intellectual property strategy.
