The purpose of this study to make comparison film policies between China and Russia. how the China and Russia film policy transformation from 1896 to 1950. The results of this study can be summarized as follows.
Until middle of 19 century, China and Russia films have undergone a long period of time of downturn. China Government maintained the closed policies to protect their own films. Due to the national policies, the China film market became the only one where the films should be controlled by the national regulations. So China films system from ideological bias of the political history. As time goes by, It’s the past focusing on producing propaganda films. It has been so natural that films which were made from 1896 to 1950. Especially in the 1930s turning point of the history of Chinese films. Chinese Communist Party establishment of Nanjing national government. At that time, American films gain tremendous popularity in Shanghai. So New conditions of film making were promoted a good environment for progressive film. Chinese film Writer announcement of Left-wing ideological criticism and introduction of Soviet’s film theories. In a way it can be called ‘Realism Film’ from an esthetic point of view. In the history of and Russia Soviet Film policies, Stalin turned film into the effective medium of ideological. Flm Director emphasized the return to Marxism and Leninism. It concludes that in the film during 1950, there appeared a lot of film describing Leninʹs life and activities and characters embodying Marxism-Leninism.
