This article empirically analyzes the political process of regional development and local residents movement through a case study about GohanㆍSabuk area where a demanding-type local residents movement have been developed. Unlike existing literature on the politics of local development, this study focuses on local residents movements and examines the dynamics of the political process of local development, especially "post-development projects" following the completion of policy decisions and initial local development. For this purpose, considering Gohan and Sabuk"s local development projects which were guided by special laws and dominated by the casino industry, this study analyzes the crisis-conflict structure of the politics of local development which arises from state-region-corporate relations, as well as local residents movement organization and their responsive strategies. More concretely, the politics of local development in these areas were analyzed by focusing on the three consecutive phases, which can be analytically characterized as governmental hegemonic development politics, regional hegemonic development politics, and corporate hegemonic development politics on the basis of who is the main initiator of the development process. The results of the study are as follows. The politics of local development in the local areas could attain the success of the movement and initiatives of the development politics through mobilization based on the residents` spontaneity and the strategies of the movement organization. However, the movement encountered with crises brought on by the residents interest politics and conflicts caused by the development profit distribution. This crisis of the movement came from the communities` dependence on state development policy and the fact that the development company, Kangwon Land, was in charge of the development of the abandoned mine areas, which served as an obstacle to the protection and generation of local interest, and on the other hand, from the absence of democratic rules and institutions which could help distribute development profits more equally to residents. In this vein, the case study implies that the success of local development is closely related to the promotion of a mature democracy. Despite the internal and external limitations and unintended consequences of local development, the movement organizations with strategic capacity and moral leadership have sought new development strategies, shifting their focus to an independent and community-based movement, aiming to cope with the aforementioned crisis. After all, the objective of the local development and local residents movement shown in the case study is to coordinate voluntary participation of local residents and the leadership of the local residents movement organization, so as to take the initiatives of local development within the framework of the public interests of the local community and democratic rules and institutions. The case study of this paper analyses the dynamics between the politics of local development and the local residents movement, the diversity of strategies for the local residents movement responding to conflicts of interest due to unequal profit distribution and the resultant crisis of local movement, as well as the potentiality and challenges of the resident-driven local development. Therefore, this study could serve as a comparative and practical reference to forthcoming analyses of the bottom-up local residents movement and the politics of local development.
