In April of 2006, the Saemangeum embankment construction was done blocking out sea water. The fishermen of Gyehwa have fought for the sea water flowing again for the last five years since the dam construction was completed in 2006. This paper is to investigate effects of Saemangeum Project, focusing on conflicts arisen within Gyehwa village community. The long resistance against Saemangeum project made the villagers ol Gyehwa divided and separated from each other. In the village of Gyehwa today, there are three groups to speak out their urgent demands fishermen who are still wishing for the flow of seawater, the former fishermen who have diverted into another business, and the farmers. Since they have different means of income, their opinions often dash and come into conflict of interests. Although every villager in Gyehwa has suffered from the embankment, the difference in occupations and means of income has led to disparity in the villagers communal lives. For instance, when any development issue has been brought from the outside, there are differences in interests by generations, occupations, and age groups. These conflicts, in fact, have existed since the start of the Saemangeum construction.
