Wonsan Citizens" Prosperity Association, which was established in February 1926, and its successor, Wonsan Citizens" Association, which was organized in December 1928, tried to systematically reflect their opinions on the local administrative, educational, and economic sectors by participating in public organizations such as Bu Council, School Expense Council, Chamber of Commerce in order to realize "the local prosperity for Koreans". The two organizations systematically led the voters" rallies and the election of the public candidates, by distributing Korean voters" ballots and assisting their election campaigns. Their leading forces such as members of commission agencies, merchants and industrialists, and other local influential persons were usually elected unless some other unexpected things occurred. Because the Wonsan area was geographically narrow and long located along the coastline, the candidates were elected by dividing the Korean urban area into upper and lower districts.
The fact that the Citizens" Association was a collective body for the Korean capitalists" interests centered on the union of commission agencies and that the characteristics of the Association were defined by its class base was definitely revealed during the Wonsan General Strike. In its initial stage, they argued for a "partial settlement" reflecting the position of the union of the commission agencies, but eventually changed their policy into a "complete settlement" under the pressure of the Japanese major capitalists and their representative, Wonsan Chamber of Commerce. In addition, the Korean capitalists, who were also the executives of the Citizens" Association, participated in the organization of the Hannam Labor Union, a government-sponsored labor union organized to defeat the Wonsan Labor Association which led the General Strike.
