Japan passed the "New Security Act", including a total of 11 issues revised legislation in September 19, 2015. Highlights of the new security act, led by Prime Minister Abe is the concept of collective security that is collective self-defense. Japan will be actively involved in the commitment of the neighboring countries security issues when there is work. Acts of Abe government was determined to represent the sentiment of the Japanese people. The core of collective self-defense of the new security act was being prepared through the 〈New Defense Plan〉, 〈US-Japan Mutual Security Treaty〉, 〈1997 Guidelines for the US-Japan Defense Cooperation〉 and 〈Surrounding Areas Law〉. New Security Act means overcome of the trusteeship of the Supreme Commander for the Allied Powers(SCAP) after Japan"s defeat.
Article 9 of Japan Aspiring sincerely to an international peace based on justice and order, and the war as a sovereign right of the nation, the threat or use of force as means of settling international disputes, this forever to give up.
In order to accomplish the aim of the preceding paragraph, land, sea, and air forces, as well as other war potential, will never be maintained. The right of belligerency of the state will not be recognized.
Amendments of Article 9 distinguished between the "peaceful Safety Act" and "International Peace Support Act", made in Japan that can have an army. The Act was ignoring security measures for legal stability (Rechtssicherheit) issue, the issue of violation of the Constitution, issues of validity procedures. New Security Act of Japan can have a serious impact on the Dokdo issue and North Korea.
