This paper examined how statistics were accepted in Japan in the latter half of the 19th century, and what changes private statistical offices went through. It not only investigates the background of the modern statistical system of Japan that was established centered around the Bureau of Statistics of the Cabinet, but also defines the characteristics of the statistics of Japanese Empire.
At the last period of Tokugawa-Bakufu(德川幕府), Sugi Koji(杉亨二), Tsuda Mamichi(津田眞道), Nishi Amane(西周), and Fukuzawa Yukichi (福澤諭吉) introduced statistics into Japan through the translation of western books, experiences in the west and etc. and new Meiji government set up statistical organizations in the government and worked on official statistics. As for the statistical organizations, two central statistical organizations, that is, Tonggyesa(統計司) of the Finance Ministry. and Seihyoka(政表課) of Dajokan(太政官) coexisted, and a department of statistics was also established in other administrative offices. They went through several foundations, expansions and changes along with the organizational innovations by the government. Meanwhile, statistical projects continued mainly by the official statistics and the outcomes were published, and through the establishment of the Tokeiin(統計院) in 1881, a central statistical organization, the Statistical Institute of the Cabinet(內閣統計局), became settled down. In addition, in the private sector, statistical societies, organizations and educational institutes were founded and managed with Hyokigakusya(表記學社), Seihyosya(製表社), Tokyo Statistical Association and Kyoritsu(共立) Statistical School etc.
Through this examination, in this paper, the characteristics of the Japanese government"s understanding of statistics and its statistical system were examined, which is administration-orientedness, shown particularly in the process of the fight over the initiative of statistics inside the government with the Finance Ministry and Dajokan(太政官) as the center and as the result, the foundation of the Statistical Institute of the Cabinet. Such tendency became intense as Japan expanded its territory as an Empire. While the statistics necessary for the domination of the Empire were proceeded extensively, the statistical works to solve structural problems of the society, such as labor problems and discrimination, gradually became neglected.
