Introduction of police crisis negotiation team is the one way of developing negotiation specially which informational detectives(group popular complaints, holding a castle situation), criminal investigators (kidnapping, hostage situation), patrol officers(attempted suicide situation) are individually carrying out. Crisis negotiation is one of law enforcement's most effective tools, and the successful resolution of tens of thousands of hostage, barricade, attempted suicide, and kidnapping cases through the world repeatedly has demonstrated its value. Accordingly this study propose as follows. First, official duty of Police Terrorist Negotiation Team should be extended to crisis situation(including hostage, barricade, attempted suicide, and kidnapping). Second, new Crisis Negotiation Team should be organized substitution for Police Terrorist Negotiation Team's developmental disorganization. Third, negotiation team's transfer of controlling from security bureau to investigation bureau should be discussed. Fourth, in condition of negative decision on transfer controlling of negotiation team, establishment of Risk Management Center in security bureau should be discussed. The establishment of Risk Management Center could extend Crisis Negotiation Team's official duty to crisis situations. Finally, placement of 5 to 9 negotiators are need in NPA Crisis Negotiation Team, and non-establishing placement system would be appropriate in metropolitan police agencies.
