There has been a rise in all kinds of crime throughout the country, according to the testimonies of diplomats, defectors and visitors or internal information, in spite of the class-leveling socialism the North-Korean government describes it an early paradise as crimeless. Such crimes include theft, social crimes(sexual, juvenile, narcotic, etc.), political corruptions(bribery, adultery, embezzlement, breach of trust, etc.) and political crimes (anti-Establishment and criticism against Kim Jong Il), which have prevailed since 1990's when the shortage of food was extreme. North-Korea has alleged that materialism or commercialism of the capitalistic society has an ill effect on the North Korean society and is the cause of crimes. Furthermore, the North-Korean government has brought or lead to the crimes such as production and circulation of counterfeit notes, inferior tobacco and drugs in order to gain foreign currency, which are regarded as rightful activities for socialistic revolution. They are taking measures of police orders, instructions of Kim Jong Il, social groups regulating people, crime-control organizations to prevent and control the increasing internal and external crimes. However, capitalism will flow into North-Korea in the process of the induction of foreign capital, economic aids or economic exchange with South-Korea or other advanced countries, and will cause enormous social changes unless they overcome the economic difficulties by themselves. This will be an opportunity for potential anti-Establishment groups to arise, and crimes will be increased by growing unemployment rate, weakening of social control and relative poverty.
