Korea establish a law for the handicapped person and old person to secure the right of access to a public institutions. The law rules that a public institution manager should install facilities for the handicapped person and an old person to secure the right of access to a public institutions. The traffic control device managed by police agency is very important facilities to secure the right of access of handicapped person and an old person. So the traffic control device should be managed by two kind of principles to secure the right of access of handicapped person and an old person. First, because the traffic safety facilities are used by everybody, clearness and convenience to use of the traffic control device should be managed by "universal design" idea. Second, to secure particularly the right of access of the handicapped person and old person in special area, the traffic control device for barrier-free should be installed according to the character of the handicapped person and old person's traffic and street.
