Analyzed in this article are certain changes made in the Joseon Governor-General office’s Civilian railway policy during the Great Depression period, in order to determine how the ruling powers in Joseon bonded with each other, and conspired with the power of capitals inside a colonized Joseon. The development of the Railway industry was crucial to the expansion of modern Capitalism, but as it required large investments delivered on a regular basis, it was also a highly risky business that could provoke a liquidity crisis in the capital’s flow and even create a depression. So, railways were considered as ‘public assets’ and were classified as such, to become publicly monitored as social overhead capitals.
These publicly managed projects show us how the state and capital allied with each other amidst the trend of expansion of modern capitalism, and saw to it that their respective interests are protected and promoted. Especially inside a colonized environment, such process was usually accompanied by conflicts and clashes of interests. In the Korean peninsula too, The Ministry of Finance, the Joseon Governor-General office and Capitalist enterpreneurs clashed with each other over the issue of developing civilian railways. This conflict was resolved only after the 「Joseon Civilian Railway Support Act」 was revised, with the interests of The Ministry of Finance put on top while the concerns of other parties involved were mitigated. But the issue of high fees which was quite detrimental to the interests of the local residents remained, as their losses were not registered as much as harmful to the interests of the state authorities, even when railways themselves were part of the social overhead capital category that had to be managed on a public basis. It was only labelled and considered so, as long as it served the common interest of the state and capital.
