Physical literacy provides every individual to obtain fundamental skills to engage in regular physical activity and is an essential component that can lead to a healthy life. Though efforts have been made to increase physical activity among Korean people, physical literacy has not yet been fully discussed. Because physically literate individuals can move their body efficiently, creatively, competently, ethically, enthusiastically, and in socially responsible ways, and they have the knowledge, skills, and attitudes to lead healthy lifestyles for themselves and to assist other in acquiring these skills, it is important to promote physical literacy among all people. This paper reviews the concept and philosophical foundation of physical literacy, discusses the importance of physical literacy promotion, and suggests potential implementation strategies specific to life stages and special population groups in the context of Korea. This study provided potential strategies to be developed and implemented to achieve “physical literacy for all” specific to life stages: young children (0-4 years), youth (5-17 years), and adults (18-64 years), and to special populations: elite athletes, women, elders (65 years+), people with disability, and people with chronic diseases. Though physical literacy promotion can be the most effective in the early years for life-long participation in physical activity, physical literacy is essential for every individual and can be promoted at any phase of life. Six recommendations for research and practice are provided at the end of the paper.
