The purpose of the present paper is to suggest the ‘New Liberalism’which can cope with philosophical and political dualism. The ‘New Liberalism’of the late nineteenth and early twentieth century is an unjustifiably neglected of liberal tradition. Political Thinkers such as T. H. Green, B. Bosanquet and L. T. Hobhouse go beyond the established dichotomy between the state and individuals, communitarianism and liberalism by emphasizing community as well as rights and liberty. The new liberalism is a valuable resource. It can transcend the discourse of dichotomies that dominate the early phase of the liberal-conservative debate. The new liberals insist that freedom or liberty, recognized as a doctrine upholding individual freedom to pursue different wats of life, does not depend on an individualistic or atomic conception of society. Indeed, a liberal theory can be built on non-individualistic foundation. This means that a public-spirited liberalism integrated the core liberal commitment to liberty with a socialistic solidarity expressed in state provision for disadvantaged members of society. Thus, new liberals claimed that rights are recognized and enforced because they promote a common, rather than a purely individual, conception of the good. In new liberal theory, freedom and rights should be recognized and upheld in the interests of both the individual and the community. Furthermore, new liberalism which appeared in England in the late 18th century is able to act as a new alternative in Korea. New liberalism in England which hopes harmony between negative freedom and positive one is offering many implications for the current society in Korea. New liberalism is presenting a framework for Korea which facilitates free market economy and an advance into welfare state.
Many countries including S. Korea have been changing since the global financial crisis in 2008. They have been seeking new politics to save democracy under control of economy. New politics requires new political philosophy. In this circumstance, New Liberalism in the late 18th century is expected to function as new political philosophy which is able to present a framework of the welfare state.

본 논문의 목적은 자유주의에 관한 이분법적 시각을 극복할 수 있는 새로운 대안적 패러다임으로 ‘새로운 자유주의’를 제시하는 것에 있다. ‘새로운 자유주의’는 19세기 후반 20세기 초 영국에서 출현한 것으로 자유주의 역사에서는 비중있게 다루어지지 않고 있다. 하지만 그린, 보즌켓, 홉하우스 등을 필두로 하는 ‘새로운 자유주의’는 현대 정치 사조에 나타나는 이분법을 극복할 수 있는 새로운 통찰력을 제공해 주고 있다. 새로운 자유주의가 제시하는 ‘개인’과 ‘시민’에 관한 존재론적 시각은 국가와 개인을 구분하여 이를 대립적 관계로 바라보는 이분법적 사유를 극복할 수 있는 방안을 제시해 주고 있는 것이다. ‘새로운 자유주의’는 공공성과 공동체와 분리되지 않는 ‘개인’을 설정함으로써 개인과 공동체를 합치를 추구한다. 따라서 개인의 권리와 자유는 개인과 ‘공동체’ 모두의 발전이 고려되었을 경우에만 정당성을 획득할 수 있다.
더군다나 ‘새로운 자유주의’는 한국에 새로운 대안으로 작용할 수 있다. 소극적 자유와 적극적 자유의 조화를 희망했던 영국의 새로운 자유주의는 현대 한국사회에 많은 시사점을 제공하고 있는 것이다. 새로운 자유주의는 한국에 자유시장경제를 인정하며 복지국가로 나아갈 수 있는 기틀을 제공한다. 전환의 시대에 빈곤이나 극심한 빈부격차와 같이 영국이 직면했던 사회문제들을 해결하기 위해 등장했던 새로운 자유주의가 새로운 전환의 시대를 맞이하고 있는 한국에 많은 도움을 줄 수 있는 것이다. 한국을 비롯한 많은 나라들이 금융위기 이후 변화의 모습을 나타내고 있다. 경제에 잠식된 민주주의를 구하기 위해 새로운 정치를 모색하고 있는 것이다. 새로운 정치를 위해서는 새로운 정치철학이 필요하다. 이러한 상황에서 18세기 후반에 등장했던 새로운 자유주의는 복지국가의 기틀을 제공하며 경제적 효율성과 인간의 삶 자체를 모두 향상시킬 수 있는 새로운 정치철학으로 기능할 수 있을 것이다.
