This paper aimed to analyze how much Seoul’s greenbelt can absorb residential development during the 2000-2010 period under the assumption of GB deregulation in 2000. To do so, we built a multinomial logit model in order to estimate residential land conversion probability.
We have identified relatively strong residential development pressure in the south-western and north-eastern areas within the GB if the GB regulation had been completely lifted in 2000. These findings imply that the GB had contributed to diverting the possibility of residential development in these areas into other non-GB areas over the last decade, if we assume that the same amount of residential development had taken place, regardless of the existence of the GB. In addition, land supply restriction within the greenbelt may contribute to urban sprawl through encouraging leap-frog development.
