It can be said that the traffic problem in these days came from rapid urbanization and increased automobiles. That is to say, this traffic congestion was resulting from unbalance of traffic demand and supply even though there happened rapidly increased demand for traffic accordant to citizens` work by overpopulation. And also as there were lots of road establishment and arrangement the traffic flow got crowded into main or surface roads, so that it made urban environment worse. Especially metropolitan city has many urban traffic problems as severe congestion and prolonged time in commuting, broadened congestion of surface traffic, and insufficient traffic service for transfer direction. In this environment, the bike has a function to solve severe urban traffic congestion and can prevent environmental pollution resulting from it. The usage of bike will be very helpful in solving traffic problem nowadays. Advanced countries with bike traffic propelled business for activating usage of bikes as a long term traffic policy to solve the rapidly increasing urban environmental problem and parking difficulty. And they are gaining great results today. When seeing the urban traffic and environmental problems are appearing as big social issues, it seems urgent for Seoul city hall and Han river project headquarters to review and implement the public bike service actively so that the Han river would be activated with popularity and utilized as the leisure method for people`s health. The status of korea traffic jam and a vehicle waste gas is inducing damage to a personal, a national wealth and serious air pollution which means heavy losses as a nationality. Therefore, In this research would like to presents how to promote overall public bike service in seoul with showing other foreign countries bike transportation example, investigation and analysis.
