Korea has greatly developed through the economic development plan since the early 1970s. However, this development has disrupted the traditional structure of the Korean family. In particularly, a greatly many of old people have a hard time because of both the nuclear family and an extension of the average length of human life. The problem of old people has become serious according to the changes of the structure of population and the consciousness of society. Despite the increasing need for social welfare in general and leisure for old people, there has been little interests form the government and the public. Since silver leisure industries in Korea are not much developed compared with the advanced societies, there should be more active efforts and investments from private business as well as government. This study attempts to analyze status -quo and problems related to silver market and leisure industry support to improve quality of life for the old people. This study also indicate a several suggestions and systematic schemes for the silver leisure industry. The results of this study can be summarized as follows: First, private capital should be encouraged to participate in silver leisure industry as in the advanced nations, by reforming relevant legal and administrative bases. Second, in order to help the private silver leisure business to mange the facilities and services more rewardingly and diversify their services. Third, since the government is alone can not afford to solve all the problems of old population, more drastic incentives may be conceived in a longer term to induce much more private capital to the silver leisure industry. Lastly, government is requested to not only protect the old people, or the consumers of the silver leisure industry, but also help the private businesses operate the silver leisure facilities and services rewardingly, so that the old people can eventually benefit from the silver leisure facilities and services.
