The purpose of this study is to identify the silver welfare policy, the model construction direction, and the model construction direction through the comparison with the silver life state and welfare policy of the aging society, in order to develop Golden Silver Belt Business Model as Place Marketing Strategic Measure, which is the new industry of the aged society and the local autonomy government. Now, when our society, entering the aged society, constructs the social welfare policy for silver class, it is very meaningful to compare and analyze the strength and weakness of these nations, and apply the realizable policy model to our society. So, in order to enhance the efficiency of silver welfare policies which are constructed and improved in our country, we should analyze the merits and demerits of silver welfare policy in the advanced industrial societies, and reorganize the silver policy appropriate to the actual condition of our society on the basis of social reality and sustainable policy practice. In order to satisfy this precondition, this study compares and analyzes, through the research literature, the actual condition of silvers` life and silver welfare policy in the super-aged society of advanced industrial nations, and so construct the Golden Silver Belt Business Model for the new industry of our local autonomy governments. In order to solve the silver problem through enhancing the quality of life for old age on the personal, dimension and social dimension, the diverse and integrated endeavors are necessary, and individuals, family, and community form one unit association through which the silver welfare policy of our society practices the welfare of silver life. Because our current government tries to enhance actually the quality of life for silvers through the construction and positive execution of realistic and sustainable silver welfare policy, and applies the silver welfare model of the Western European society to our social welfare policy. Especially, because the policy for the handicapped, young children, and silvers adopted the Western European-type distribution-centered social welfare policy course. In particular, Golden Silver Belt Business Model has been reorganized on the basis of the national land balanced development or national balanced development policy in our government since 1970`s. Specially, in the national balanced development fostering the new industry(silver, leisure, advanced material, and tourism) in localization age, the financial stability through the economic activation within the region, and constructing the competitive-advantage social welfare delivery system with other regions, have been necessary. So, in order to solve this dilemma, many local autonomy governments study the development of regional specialized industry and the efficient utilization of existing material/human resources.
