The purposes of this study are to consider the basic principles of the framework for the sport for all program and to examine the present condition of the sport for all programs that a public institution and non-political federation offer to local residents. As well as these purposes, this study shows the future direction of the sport for all programs. The sport for all program give the people to have effective leisure time and healthy bodily movement. It is also essential factor to iduce peoples for more active involvement in the sport for all. Considering the sport for all program, people`s way of thinking and behaving about sport, life style, leisure taste, past sport experience, club activity, activity time schedule, amount of spare time should be checked before making the plan. As shown in the present condition, the Ministry of Culture and Sport and local self-governing administration would actually support financial affairs and manage the organization rather than offer the sport for all program. The National Council of Sport for All which is the non-political federation give local residents a varied programs to activate the leisure sport activities. In addition to this, they could be expected to play an important part by organizing the sport club for activating ar individual`s sport activity. To the contrary, for the reason that the Korea Amateur Sports Association have been emphasized an elite sport they could not have concentrated on the sport for all. Therefore, the research and spread of the sport for all programs that is appropriate for people are necessary. For this, an independent reserch centers and institutions sould be established for developing the programs. Also, the pulic adminstrative body sould cooperate with the non-political federation to support the diverse sport for all programs.
