The internal growth of p’y?ngando in early 18th century led its literati to manifest their regional voice against the prejudiced central policy and perception of Chosun government. They declared that p’y?ngando and its inhabitants were respectively a territory and subject of the state just as the other 8 provinces and requested universal benevolence(一視同仁), ventilating that the grounds for discrimination, ‘regional natural characteristics(土風), were merely a result of the distorted perspective and structural problems of the central government. The intellectuals further urged to implement policies aiming to abolish discrimination such as appointing personages from p’y?ngando and employing both civil and military officers. The demand of universal benevolence by p’y?ngando literati was presented under the issue of regional defense as well. This discussion regarding regional defence, contrived by remising an universal benevolent idea as well, imparted new meaning to the existing system from which p’y?ngando was viewed simply as a fringeland defending the capital.
The enhancement of regional recognition was vastly demonstrated in the events of Kwans? py?nmuso, which was an extensive appeal of the unjust and biased discrimination against P’y?ngando. This voice from the region, which was set forth from a universal benevolent view, paradoxically retained a centralized and delocalized identity. Nevertheless, this did not lead to a substantial improvement and change to eliminate the prevalent discrimination, although it was admitted and accepted to some extent by the King. Through this event, we are able to gauge the capabilities and current state of the p’y?ngan society at the time, which eventually led to the defiant and rebellious revolt of Hong Kyung Rae, no longer leaning on universal and central perspectives.
