Objectives: This study quantitatively analyzes and examines cases on the overlap in Korea’s Official Development Assistance (ODA) for health. The study aims to facilitate discussions necessary for achieving better aid. After looking into the common concept of “overlap”, the individual ODA projects were evaluated by the theoretical frame of analysis. Then the degree of overlapping was analyzed so that it could be used as the baseline data for better aid.
Methods: The target of this study was Korea’s bilateral health ODA projects from the years 2008 to 2010. A total of 241 projects out of 1131 were eligible for evaluation. First, the data accessible from the Korea Exim Bank website were collected and sorted by operators, type of aid, recipient countries, categories of OECD CRS codes, name of projects, budget, etc. Second, the projects considered as health ODA were sorted from the data. Then the OECD CRS codes were rechecked, and the data was reorganized for evaluation. Third, the degree of overlapping between grant aids as well as the degree of overlapping between concessional loans and grant aids was analyzed by the number of projects and budget. Based on this data, the degree of overlapping in a certain time period was identified. Fourth, one example of overlapping cases was examined.
Results: Between the years 2008 and 2010, 3% to 32% of the number of projects (12~85% in budget) in Korea’s health ODA between concessional loans and grant aids were found to overlap. There were 8~53% of overlapped number of projects (1~44% in budget) in Korea’s health ODA between grant aids during the same period. Therefore, the degree of overlapped number of projects was higher between grants aids than between concessional loans and grant aids. The degree of overlapped budget was higher between concessional loans and grant aids than between grants aids.
Conclusion: To avoid overlapping and execute efficient aid, it is necessary that the government manage and supervise each agency’s budget from its planning stage. Such roles of the government should also be supported by the law. Furthermore, it is important that each agency execute its ODA projects based on the national-level objective to bring more efficient aid.
