This study divides detente into 3 periods of ‘withdrawal’, ‘equilibrium’ and ‘united front’ based on U.S. strategies on Asia to examine developments between Korea, the United States and Japan, and to analyze Japan’s policy on Korea in each period.
In the withdrawal period, the Nixon and Carter administrations’ greater emphasis during their early days on Europe. Concerned about U.S. using ‘role sharing’ to take advantage of it, Japan turned passive towards Korea.
In the second half of the Nixon administration, the U.S. was in the equilibrium period. Japan tried to ensure security in Korea by normalizing relations with China, while it was reluctant to cooperate with Korea on military and security for fear of escalating tension on the Korean peninsula.
Both presidents Ford and Carter in his last years in office pursued an united front strategy. Japan was not united with both the U.S. and China in building security cooperation in East Asia, rather expanding the existing the U.S.-Japan security alliance to push for Korea-Japan security cooperation.
Japan made efforts in alignment with Japan’s Yoshida Line after World War II, pursuing Japan’s diplomatic goal to bring stability on the Korean peninsula.
