The policy making process of privatization depends on political, institutional, and ideological factors rather than driven by fully economic purposes and motivations. The process of postal service privatization in Japan may very well illustrate this point aptly. This paper focuses on the analysis of different policy-making patterns in the process of postal service privatization legislated by the Koizumi government. The Koizumi government"s success can be mainly explained by the prime minister, Koizumi"s transformative leadership that can be characterized as a firm belief in the necessity of neoliberal reform, populist mobilization, and the use of selective incentives. Compared to the Koizumi government, the Democratic Party government failed to legislate its policy preference to reverse the process of postal service privatization because of its fragile political leadership. An implications of this study is that while the governing parties" different policy choices can be explained by each different party partisanship, the possibility of transforming the governing party"s preferred policy into the actual legislation may largely depend on the party internal capability to construct a strong and effective political leadership rather than some party external factors such as economic situations and policy environmental changes.
