There have been many discussions about organizational ethics and transparency in recent years. The primary purpose of this study is to identify major characteristics of organizational ethics in social welfare agency and then examine its affecting factors and resulting factors. Based on focus group interviews of social workers working at social welfare agencies, major characteristics of organizational ethics were identified. According to interviews, two important factors influencing organizational ethics are the ethical leadership and the impact of stakeholders. The relationships among ethical leadership, ethical climate, and organizational effectiveness(such as trust in organization, trust in superior, job satisfaction, organizational commitment, turnover intention) were analyzed by using Structural Equation Model. The result of quantitative data analysis shows that ethical leadership has positive effects on ethical climate, trust in organization, trust in superior, and organizational commitment. It also shows that ethical climate has positive effects on trust in organization, trust in superior, job satisfaction, and organizational commitment, but has negative effect on turnover intention. Trust in organization has more forecasting effect on organizational effectiveness than trust in superior. Ethical climate has statistically significant indirect effect on organizational effectiveness through ethical leadership. Finally, the study makes recommendations to improve the ethics of social welfare agency.
