These days, many countries recognize the increasing risk of hazard material accident after the Bophal Disaster. Accidents are caused by complex reasons compared to other accidents which are relatively simple. To decrease these accidents, some Developed countries have specialized organizations and systems. Especially, the U.S. established a federal agency named Chemical Safety And Hazard Investigation Board(CSB) .Also several other countries are managing accident database systems. Recently, accidents which Occurred for similar reasons are improving awareness about chemical materials. And simultaneously, the necessity of specialized systems is increasing. In this paper, the investigational commission in Korea are compared with those of already developed countries. And Department law sand systems are analyzed to suggest an investigational commission which is adequate for domestic circumstances. The suggested commission in this paper investigates accidents based on professionality and independence which is not affected by other government departments. Also Advisory Committee composed of safety experts performs investigation with objectivity. In this institution, accident analysis, policy suggestion and technical support improve safety competitiveness. In conclusion, the commission can Not only decrease the accident ratio but also minimize damages by using effective safety measures when chemical accidents occur.
