Report Errors
This paper arranges the procedures from a draft by Harry L. Hopkins to the announcement of the Cairo Communique through research in primary sources. The summit meeting of America and China held on November 23, 1943, had significant influences on Hopkins’ work. Chiang Kai-shek made a strong mention of Korea while he asserted the necessity of strict punishment of Japan. I infer that adding to the basic U.S. stance of assisting the independence of colonial countries and peoples, Chinese stress on Korean decolonization made President Franklin Delano Roosevelt and Hopkins write expressions about the independence of Korea in the American draft. The expressions did not meet with opposition from Great Britain or the Soviet Union.

At the Cairo Conference, the United States was seeking a post-war cooperation system by the four powers. Other countries sympathized with the American conception of a peace system by check and balance although they held different opinions about geographic security and concession acquisition. The Cairo Declaration created beneath the background of international relations became the first international arrangement giving boundless hopes to the Korean people who had suffered torture from the loss of national sovereignty.

However, after Japan’s surrender, no country approved a national representative of Korea. As a result, the Korean peninsula was placed under international control of superpowers. Consequently, the Cairo Declaration is a sign of insignificant beginning, and not a splendid end in the course of national independence. Also, Korean people received the establishment of the government as only the starting phase in the process towards complete national independence, and at the same time they changed the assignment to achieve the goal.

Korea is not completely independent from foreign powers yet because the country is troubled by national division and rejects of Dokdo’s dominium. The cause of the incomplete independence of Korea was provided by Japan as well as by the superpowers, who caused national division after the end of World War Two.
