For those sheet, judged to be insincere and to be unsuitable for the purpose of this study, and were missing questions excluded. The results are as follows: First, the willingness to pay per the household was approximately estimated 392won. Second, while the statistically signifiant was low when our study chose single bounded discrete choice model, t-value was represented highly in spike model. The willingness to pay per the household was approximately derived 799won from the model. Third, The professional sports game bidder is 11millions but net users’ O.14millions because of the overlapping user. Therefore few people acquire the economic benefit from the green card project. Fourth, the benefit cost ratio of the green card project is represented as a 0.67 during the project analysis period.
