The primary purpose of the survey is to collect up-to-date information on the economic status of the disabled. This type of information is indispensable for formulation and evaluation of various policies of the government.
The survey covers all persons aged 15 and over, who are mainly registered as disabled in the Republic of Korea at the time of interview. However, members of armed forces and inmates are excluded from the survey. The main data of the survey consists of demographic data(gender, age, education, disability status, disability grade, disability type), employed/unemployed/non-economically active population factors that are included in the questions and standards of the Statistics Korea. The reference period is the week of May 15 and survey period is from the 17th of May to the 16th of July.
To improve reliability, accuracy and convenience of the data, Computer Assisted Personal Interviewing(CAPI) was used and skillful interviewers visited the participants" houses with a laptop computer to operate the software.
The survey was performed by 8,000 registered people with disabilities utilizing data cleaning and statistical estimation. Based on the statistical data collected and analyzed, ratios regarding the disabled population in Korea can be extrapolated.
According to this results, the disabled persons registered in the 15th of May are total of 2,376,431 and 915,217 of them, or 38.5 percent are economically active, which means they are employed or actively seeking employment in the week containing the 15th of May. Also, 60,059 of them are jobless, resulting in an unemployment rate of 6.6 percent. In the same month, 61.9 percent of the general population is economically active and their unemployment rate is 3.2 percent. The fact assumes that it is harder for a person with a disability to get a job. As for non-economically active population with disabilities under unemployment, 35.5 percent of them attributed their economic inactivity to rest, 31.1 percent to own disability(handicapped), and 16.3 percent to agedness.
Meanwhile, the number of temporary workers with disabilities is 295,229 out of 466,916, or 63.2 percent out of wage and salary workers. They are nearly twice as many as the rate of the general population. Significantly, this survey reveals that the number of people with disabilities who have difficulties in employment is close to the approximately 200,000 people.
